Apparent Microbiological Monitoring Violations

October - December 2008

Ohio’s public water systems are required to monitor for Microbiological contamination on a regular basis. When public water systems fail to monitor the Ohio EPA issues the systems monitoring violations.

To view the list of systems that are on the current apparent violation lists for missed monitoring, please click on the links below. These lists contain the systems that do not have results submitted to Ohio EPA for the specified monitoring time period. Laboratories that have any of the missing results should submit the results to this office via DRINKware (preferred method), or by paper forms, to the appropriate district office, as soon as possible in order to remove a system from the apparent violation lists and prevent the system from receiving a violation letter. Background

Ohio EPA is requesting your assistance in helping all Non-Community Public Water Systems (PWSs) achieve compliance with their requirement to collect routine quarterly total coliform bacteria samples.

This is what we intend to accomplish:

  • After the end of each quarter, reduce the number of calls received by your lab from our inspectors who are gathering bacteria test results for PWSs for which we do not have monitoring results.
  • Identify any problems that may be encountered with electronic submission of results via DRINKware, so we may resolve them.
  • Provide PWSs with reminder notices to collect their quarterly routine bacteria sample(s) before the end of the monitoring period.
  • Reduce the number of quarterly total coliform violations issued by Ohio EPA, thereby assisting Non-Community PWSs to increase their compliance rates.
  • What is the Process?

    Ohio EPA’s Quarterly Routine Total Coliform Bacteria Compliance Improvement process consists of:

    1. Quarterly during the first eight to ten days of the last month of the quarter, an e-mail will be sent to all the Laboratories (Labs) that perform total coliform bacteria analysis for Non-Community PWSs. The e-mail will contain a link to a list of PWSs that have not submitted bacteria test results to Ohio EPA as of the date of the e-mail. Ohio EPA is requesting that your personnel review the list of PWSs posted on Ohio EPA’s, Division of Drinking and Ground Waters (DDAGW) web site and determine if you have test results for any of your PWS customers on the list.
    1. If you have any test results for customers on your list that you sent via DRINKware prior to the date of Ohio EPA’s e-mail, please call Brian Tarver at (614)728-1740 within 5 days of the e-mail to discuss it.
    1. If you have any test results for customers on your list that you sent to Ohio EPA via facsimile prior to the date of Ohio EPA’s e-mail, please forward a second copy of the results via fax to the appropriate district office and write on the top of the fax, "Second Copy" with the date of the previous request. Please complete this within five (5) days of receipt of the e-mail.
    1. If you have test results for customers on your list that you have not either forwarded to Ohio EPA via DRINKware or by facsimile to the appropriate district office, please do so within five (5) days of receipt of the e-mail.

    Categories A, B or C above should be accomplished by the 16th of the last  month of the quarter (March 16th, June 16th, September 16th, and December16th).

    1. On the 17th of the last month of the quarter (or the following Monday if the 17th falls on a weekend) at 9:00 AM, Ohio EPA will begin printing out the reminder notices to all remaining non-community PWSs to collect their bacteria sample in the next few days prior to the end of the month/quarter.
    2. On the 8th of the first month of the following quarter, the Labs will be sent another e-mail with a link to Ohio EPA’s web site requesting any test results you may have for non-community PWSs from the previous quarter. Please forward these to Ohio EPA as described in categories A, B and C as indicated in paragraph one (1) to prevent the system from being issued a violation on the 15th of the month for failing to collect a total coliform sample(s) during the previous quarter.

    For Example, the process for the July - September Quarter will be as follows:

  • September  9  E-mail notification to labs with a link to Web Site to a list of PWSs
  • September 10-16  Labs submit bacteria test results to Ohio EPA for non-community PWSs included on the list
  • September 17  Ohio EPA issues reminder notices to remaining PWSs to collect bacteria sample prior to the end of the month
  • October 8  E-mail notices to Labs with a link of all PWSs that may receive a violation letter unless bacteria test results are received by October 15
  • October 15  Ohio EPA begins issuing routine monitoring violation letters to PWSs for failure to collect Total Coliform Bacteria Sample.
  • This process will be performed every quarter.
